Paypal Annoying

Paypal has got some all new annoying shit going on:

Why do I have to go through an extra step to accept money.  What if I didn’t accept the money?  Would Paypal just keep it?  When did they add this?  It’s been a while since I used Paypal and I only did this so I can join DigitalOcean.com
